What is Hot Pepper?

According to Khmer Times, the Cambodian government has announced a landmark decision to suspend all online gambling activities at its casinos starting October 2026. 

The move aims to clean up the gaming sector by cutting ties between casinos, cyber-fraud operations and untraceable money flows. Deputy Prime Minister and Minister of Interior Sar Sokha warned that any casino found breaching the suspension after it takes effect risks licence revocation and further legal consequences.

In August, Cambodia’s state news agency, AKP, reported that authorities had inspected 195 licensed casinos nationwide as part of a broader anti-scam crackdown. This resulted in the revocation of 20 licences and the suspension of 29 others, with an additional 23 licences lapsing naturally.

Kevin O’Neal, a DOCV board member, argued the scale of the investigation calls the GGL’s broader black market estimates into question. He cited the regulator’s 2025 activity report, which put the 2024 share at 23% (€547 million in gross gaming revenue), against Nielsen data suggesting a share of around 56%.

The trade body has long been critical over the discrepancy between channelisation estimates made by the regulator, and other independent reviewers.

The DOCV reinforced its calls for a unified federal licensing regime for online casino games and stronger enforcement mechanisms against illegal operators.

While the audience data did not conclusively define the website’s age demographics, the regulator noted small percentages of under-18s in HLTV’s social channels but found the website’s content and presentation clearly targeted adults.

Ultimately, the ASA ruled that the ads did not breach CAP Code rules 16.1 or 16.3.13 and took no further action.
